The Planning Department is responsible for managing the physical growth of the unincorporated area of the County. The Minnehaha County Comprehensive Development Plan is the official document used to guide decisions on land use matters. The comprehensive plan is designed to anticipate and deal constructively with changes occurring within the County.
Components of the plan include population trends and forecasts, land use analysis, transportation, public facilities, natural and environmental resources, and future development plan. The comprehensive plan is a "blueprint" for the future development of the County. Zoning and subdivision ordinances are specific regulations intended to carry out the plan.
The Board of County Commissioners adopts land use plans and ordinances after recommendations are received from the Planning Commission. The Planning Commission consists of one County Commissioner and six citizen members appointed by the Board to five year terms. The Planning Commission meets once a month to consider land use matters such as rezonings and conditional use requests. The Planning Department staff provides research and technical support to the Commission and Board to assist in the decision making process.
Daily responsibilities of the department include enforcement of the zoning and subdivision regulations, issuance of zoning and building permits, and inspection of new construction to insure compliance with building, plumbing, and sanitation codes. Ordinances governing nuisances, solid waste disposal, and flood plain management are also administered by the department.
The department maintains a Geographic Information System (GIS) consisting of a variety of data including property information, aerial photography, topography, flood plain areas, aquifer delineation, streets, and property addresses. COMING SOON: Minnehaha County has begun research and implementation of the Multiple Separate Storm Sewer Systems (MS4) program, as mandated by the Environmental Protection Agency and the South Dakota Department of Environment and Natural Resources. This program will work towards detecting and eliminating illicit discharges (pollution) from entering endangered waterways within urbanized areas of rural Minnehaha County.
